I'm going to immigrate up the Napa River so I can use 2 rods with barbed hooks to catch salmon while rockfishing.

I'm not satisfied with the definition of the term bait in the regulations, therefore they probably didn't intend it to mean "bait bait", therefore I can use bait, or maybe I'll use bait.

True story:
About 15yrs ago, I got deported from Mexico for doing something I shouldn't have been doing.
I'm surprised they don't have the same law in the States...do something wrong, get sent home. I'm not saying it's a good or bad thing. It is what it is.

Why stop at 2...according to ocean regs, you can have unlimited number of rods.  If I'm not mistaken, the napa river fell under ocean regs.
