Any suggestions on halibut trolling rigs that can use 3 hooks in the bay? I've been using the standard bounce balling rig (dodger with single hook and stinger), but feel like I could add another hook somewhere to increase my chances. Was thinking about getting creative with a spreader bar, but seems like it could get into a tangly mess.

Why mess with what works?

Use a swimbait or a jighead with a big hoochie as a weight

Never tried it myself, but have talked to few guys who swear by the spreader bar approach for halibut. Seems like that might be the way to go if you can deal with the compliexity.

I read they hit the dodger so you could attach one to it like the assist hook on the front of a jig :smt102

I like to keep it simple 3 way swivel set up 1 ft line to the weight and 4ft leader to small single hook. Works on live and frozen on the drift and troll. I watch my rod tip like a hawk, as soon as i see any resistance or tapping on the line I stop and grab my rod out of the holder and place my reel in free spool and let line out to give them the chance to take the bait. I usually carry an lead balls 3oz to 10oz to adjust to the troll, current or drift.

I could be wrong but I think it is 3 hook max in sf bay.  That is why we cut our sabikis down to three.

3 hooks is legal in the Bay

I like a 2-6oz banana weight depending on drift or troll with a 4ft leader and a single mutu light wire circle hook from #1-2/0 depending on the size of the bait.  I also run a sliding bullet sinker from 2-4oz with a 4ft leader sometimes too.

That's what I thought as well until I asked someone last weekend *not going to mention name* and he said only 2 hook was allowed lol Not going to listen to that guy anymore lol This is the classic someone told me so it might be true but better find out for myself before getting into any trouble lol

here is the confirm statement from dfg

28.65. General.

Except as provided in this article, fin fish may be taken only on hook-and-line or by hand. Any number of hooks and lines may be used in all ocean waters and bays except:

(a) San Francisco Bay, as described in Section 27.00, where only one line with not more than three hooks may be used.

You’d have to release any incidental stripers/rf/lingcod/salmon/sturgeon if you use 3 hooks.

Why stripers? Did the regulations change?
