Maybe in the state they are making the video it is legal?  There ate at least 49 others 

lol, that's what i was thinking.   Gotta be legal in Texas, though the locals would probably make fun of a quad copter cause they're used to mowing pigs down in a real chopper.

I cut out the fees and usage argument and left what is the core for me.

Scenario: You are at a convention that is high-energy, high-profile "stuff". The sponsors, staff and select participants who have been stuck in presentations, seminars and meetings have assembled outside in a picturesque natural setting to have some food and beverages brought by and/or prepared by the group attending. They are surrounded on three sides by vehicles and RV's. The front is open, but access is controlled.

A drone is spotted high above, it flys back and forth over the assembly, then makes some closer passes, some hovers and seems to single out some individuals for attention. Then it does some swoops and buzzes people. The event, the vibe is ruined. If located, the pilot would have suffered and the equipment confiscated.

Disclaimer: Yes, if you are outside in a public place, you forfeit discreet privacy to a relative degree.

Summation: However, IMO, being followed, buzzed or focused upon by a drone, even in public is invasive, harassing and constitutes spying.

Here is my analogy - it's like someone you do not know nor have invited, coming in to your campsite, looking at all your stuff, down shirts, up skirts, in your coolers, etc. I do not see this as 1 person's enjoyment over another's. Use em to film yourself if you wish. Don't creep on others, don't buzz people for giggles and eff up their gig.

On another note: I've seen occurrences of what Craig described and felt the same.
