On a long range trip, while leaning on the rail on the bow, a kid's Costa del Mar sunglasses fell off his head. He started to climb up to jump in after it (the boat was moving at full speed). His father grabbed him and said "I'll buy you another pair; it'll be cheaper than paying for your funeral."

Wouldn't the boat's skipper be obligated to report all incidents?

The guy jumped off the Bass Tub and crew had to pull him back in. Coast Guard was not involved. Yet, the USCG issued him a $5000 fine??!

From the article:
“Commercial passenger vessel crews are responsible for the safety of all passengers aboard their vessels, and in this case, their attention was diverted away from the safe operation of the vessel when they were forced to retrieve the jumper from the water,” the Coast Guard said in a statement. “Jumpers are at risk because they could get sucked into the vessel's propellers or drown from the effects of cold water shock, swimming failure and hypothermia.”

CPFV, yes. Don't usually hear of charters referred to as "commercial fishing boat".
