You can see the craigslist add photo has no plates on the Honda. The plate that was on it when it crashed into you was too new for that year model car, unless they changed the plates about two years ago. The dude driving it probably put plates on it from his other car because the tags were expired on the Honda and his drivers license is likely suspended and he didn't want to get stopped.
