Sounds like it is cheaper to get the registration then try to get by without.

But I will still drive in the commuter lane. 4 years done now and the fine should be about $0.05 per day of use, when I finally get caught.

From the LE perspective...Repeat after me... sorry sir, it’s my kayak but my buddies motor.  He is just letting me try it to see if I want one. I will gladly paddle back if you would like me to.

For sure, attitude is 90% of what gets ya the right result.  But, based on the OP's tone... I expected more of the "I pay your salary" nonsense that usually gets in the way of courtesy.
