+1 on the shimano tdr, I  have the 9'. Great budget rod for pulling dd6 or on a downrigger

Depends on what kind of salmon fishing your doing, but a good all-around rod for salmon fishing as well as other species from rockfish, halibut to tuna is the Shakespeare
Ugly Stick Tiger rod .  A cheap 7-8ft fiberglass rod works well for soft biting salmon and mooching.  You should be able to find one for around $20-40

I like my clarus 8'6" noodly rod. I have a more expensive phenix but rarely use it -- one of the eyelets came off and the tip eyelet is way too small where you have to power thru a mono-braid connection. Hundreds of hours trolling with it and no issues.
