Budget Salmon Rod

Any recommendations for an affordable (cheap) rod for salmon fishing?  What weight and action is best for kayak fishing?

For trolling or mooching?

I'd go medium light on the Tiger if you're running a downrigger.

The Okuma Celio Salmon/Steelhead rod could be as cheap as you can get.

+1 on the shimano tdr, I  have the 9'. Great budget rod for pulling dd6 or on a downrigger

Depends on what kind of salmon fishing your doing, but a good all-around rod for salmon fishing as well as other species from rockfish, halibut to tuna is the Shakespeare
Ugly Stick Tiger rod .  A cheap 7-8ft fiberglass rod works well for soft biting salmon and mooching.  You should be able to find one for around $20-40

Ugly Stik website says the Ugly Stik Tiger will be available 8/30/20. Until then, good luck finding one.

Shimano Talora trolling

I like my clarus 8'6" noodly rod. I have a more expensive phenix but rarely use it -- one of the eyelets came off and the tip eyelet is way too small where you have to power thru a mono-braid connection. Hundreds of hours trolling with it and no issues.

Medium Light Ugly Stick has been good to me for about everything out there with in reason.
