Awhile back I read that the ling limit was being dropped back to 2 and the black RF were going to 3 for 2017. 

Was this info correct and if so did changes go into effect Jan 1st or March when new reg book comes out?   

I searched the DFW site but nothing was coming up.

Thanks.  I guess they are not easily found on the DFW site or my search feature just sucks and keeps saying it can't find what I am looking for. 

If someone else found the link for the proposed changes or the draft of 2017-2018 season please post up.

It's a two year process that involves the Pacific Fisheries Management Council, National Marine Fisheries Service, tribes, commercial, recreation, and all the Pacific coast states.   The organizational chart gives me a headache just thinking about it.  The California Fish and Game Commission then adopts regulations based on that process. Part of this current cycle's changes is to allow  California to make other changes outside of this process, a luxury that Oregon and Washington both already enjoy.

If you want to see how we got here go back through the groundfishdocuments in the PFMC archives and read the most recent actions of the Ca DFG commission. I went to several of the meetings and that is what I base my responses upon in this thread. Other than the 3 black sublimit for the northern management area and the shafting that California took on recreational Pacific halibut catch allocation I think things went really really well for us this go around.
