I am brand new to ocean fishing and would love to catch a halibut. I don't know what time of year is the best or where to go.  Just looking for a guide service to help me get started.

I don't know of a kayak fishing guide who does SF Bay halibut at places like ARW, but Santa Cruz isn't far off - Allen Bushnell / Bushy on NCKA is the man to talk to.

Seems like a great way to learn how to fish for Halibut...   
Fish laugh when I paddle by.  Sometimes they laugh so hard they fall on my hook.
