Navionics map confusion (Restricted area)

Hi all,

I am somewhat confused by my Navionics card. Here's a picture.



This is the SWS area. You can see the pinnacles restricted zone to the left (named, and the red dotted line). However, you can see the red "stop" sign all over the ocean, even in areas I *know* are not restricted to fishing.

I tried to adjust settings, but turning off restricted areas also took away the boundary line for the Pinnacles restricted area.

Can someone explain why it's showing almost all the ocean as restricted?

Because there r no fish at sws.

Maybe those red icons designate the SMCA which allows recreational take of finfish. What's it look like if you zoom out a few times?

It shows that everywhere I saw, even off the Santa Cruz Harbor. I will look around some more tomorrow.

The Navionics HD App on my iPad doesn't show the no fish symbols outside of the restricted area. Maybe it was a system crash. 

Although when I click the ? tool outside the restricted area it identifies a caution area. Seems like something might be goofy.
