They instituted the one-rod-only rule in barbless waters in 2012. The regs from the American are pretty confusing though.

From pg 7:
A Second-Rod Validation is required to fish with two rods in inland waters in any sport fishery in which the regulations of the Commission provide for the taking of fish by angling, except those waters in which only artificial lures or barbless hooks may be used.

And pg 13:
Anglers in possession of a valid two-rod stamp and anglers under 16 years of age may use up to two rods in inland waters which regulations provide for the taking of fish by angling, except those waters in which only artificial lures or barbless hooks may be used. See District Trout, Salmon and Special regulations for exceptions.

Yup, barbless negates the two-rod validation. Kinda makes sense if you look at it from a "fish advantage" standpoint.

Just got off thr phone with nancy from nimbus dfw. She and another guy in the background both said two poles is okay with the 2rod valudation. Idk wtf to belive now lol you guys seem pretty sure about it so uhhhhh, ya.  :smt012 :smt012 :smt012

It may seem weird but it looks like everyone is correct. It depends on what section you're fishing on the river; the cut-off for barbless/one rod versus barbed hooks/two rods is stated on page 34 of the current regs and in the regs supplement on page 7 (https://nrm.dfg.ca.gov/FileHandler.ashx?DocumentID=100968&inline).   Section 7.50(b) in the American River subsections (D) and (E) - there's no barbless requirement and two rods can be used with a two rod stamp downstream of the SMUD power line crossing at the southwest boundary of Ancil Hoffman Park to the mouth. Upstream of this power line, the barbless requirement goes into effect and you're limited to one rod.

Its not unheard of for folks around a DFW office (wardens included) to not fully know the regs. Not to say its common, but it happens. This one is pretty easy with a quick check of the reg booklet.

Fishcat is spot on. As a rule, if a waterway is artifical and/or barbless, second rod validations do not apply and you're limited to one rod.

Thanks for clarifying- it states that your two-rod stamp is no good here, one rod only in the areas of the AR closer to Nimbus.... right?

This to me can be interpreted as a second rod validation is not required and is possibly ok  to use two poles in a barbless only zone. But I'm from Hawaii so our English is pretty messed up to begin with.

I agree with mondo 100% it absolutely can be interpreted that way. Its talking about the POSESSION of your second rod validation in a barbless area. Never does it state the USE of actually physically using two rods being illegal...crazy. I will be getting to the bottom of this!

But even with the wording of the literature being cattywompass you wont catch me using two poles there. Salmon/sturgeon rules arent worth bending! Thats my conclusion. See yall in the morning!
