The judge should have fined his ass $15,000 for everyday the gate was shut instead of waiving the fines. 4 * 365 * $15000 = $21,600,000

  A child-hood friend of my dad owns a home somewhere there on the beach.  :smt009 sadly I've lost contact with him since my dad passed 8/4/09.  I remember as wee snotling watching my dad and Ron toss fishing nets, and casting these HUGE, really tall fishing poles, Surf poles, at the waters edge, (Remember I'm only 4-5yrs old then) my seat was the cooler!

While the owner might be an elitist ass and I surely would like to launch my kayak out of there, this is a bad decision for land owners everywhere. If you have something a group with money wants and the easiest way for them to get to it is across your land - you are Shit out of Luck.

This doesn't mean he can't charge a $1,000 per day for the use of his road, plus parking fees, plus picnic fees, plus sanitation fees, etc, etc.
Even if you can walk down there , that doesn't mean he can't build a structure or plant trees or shrubs that only a single person ( no cars, no wheeled kayaks) can fit through.
He could also be a "nice guy" and build a narrow beach access path with lots of steps you won't want to horse your kayak over and then have the road as his private driveway to his mansion.
This could be a situation similar to Stillwater/Pebble Beach. Access yes, but parking even farther away than at Pebble Beach.
Or, he could do all of the above.

How do youn think this would affect land owners whose parcel has no precedence of public access? 

I would think that if you buy a new property with a history of providing public access then a legal battle with potential for loss should be one of the considerations you evaluated when purchasing.  There are plenty of homes, properties and private estates that you cannot cross to access public land....well unless you want to be hauled away for trespassing.  I don't forssee this affecting anyone that is not trying to privatize a historically accesible beach.
