So is this lure legal for salmon I removed the treble hooks. I put one on the back but if I add another hook is it legal to troll.

Not sure if those circle hooks are legal for trolling with a kwik fish. Also I don't think I've ever seen anyone use kwik fish for ocean salmon

The hooks are barbless. I know these barbless hooks can be used with bait.  I thought Hojoman might know.

I wouldn't troll with circle hooks and I don't think Kwikfish will work well in the ocean

I don't think there is anything illegal about that setup. You could switch the hooks out for j hooks - you only need circles if you are a) south of horse mountain (Humboldt county); b) not trolling; and c) using bait.

I'd replace those circles with a debarbed siwash hook. Try to find hooks that are similar weight to the original trebles too...otherwise the lure will not be balanced and won't wiggle right. I've caught ocean salmon trolling flatfish so this lure could definitely work...I'd run it bare behind a Deep6 or maybe behind a flasher (like a konezone).

Here is a pic of a couple flatfish type lures used on the Kenai River in Alaska for king salmon. Originally they were trebles. A single hook is attached by means of a split ring. This is probably as an effective way you can get to set up a flatfish for ocean trolling.

I see no reason why a flatfish won't work for ocean salmon.  Give it a try & report back!

I didn't think a FW bass lure would work for trophy halibut...........until I saw it happen :smt003

so I say go for it! Anything is possible if you are in the right place at the right time.

I've used a number of bass baits for RF & they do work just as well as others most of the time.
