  I want confirmation that I have read the regs correctly.  Since its in contra costa county and therefore in the south central district, the bag limit is 5 and I can use barbed hooks.  So if I hook one with a rattle trap while bass fishing I can keep it.  I did not see anything about size but I am guessing 20" is the size limit.

no that is most certainly not correct.

You would need to follow the regulations posted on this page:
http://cdfgnews.wordpress.com/2013/04/17/fish-and-game-commission-adopts-2013-salmon-regulations/

If you are not fishing in one of the areas covered by those districts, you cannot fish for or retain a salmon.

Also, here are the regs for the SJ River, which Franks would be a part of:
(168.5) San Joaquin River. (Fresno, Madera, Merced, San Joaquin, and Stanislaus Cos.).
(A) From Friant Dam downstream to the Highway 140 bridge.
All year.
2 hatchery trout or hatchery
steelhead**
4 hatchery trout or hatchery
steelhead** in possession

(B) From the Highway 140 bridge downstream to the Interstate 5 bridge at Mossdale.
All year.
2 hatchery trout or hatchery
steelhead**
4 hatchery trout or hatchery
steelhead** in possession

Essentially no retention of salmon in the SJ anywhere. I guess theoretically you can catch and keep them west of the antioch bridge.

the reason i say that is based upon the definition of the sacramento river:

(F) Sacramento River from the Hwy 113 bridge near Knights Landing to the Carquinez Bridge (includes Suisun Bay, Grizzly Bay and all tributary sloughs west of Highway 160). Note: It is unlawful to take fish 0-250 feet downstream from the overflow side of the Fremont and Sacramento Weirs.

July 16 through Dec. 16.
2 hatchery trout or hatchery steelhead**
4 hatchery trout or hatchery steelhead** in possession
2 Chinook salmon

I think its in a gray area....doesn't specifically call out Contra Costa county though....I agree though I don't think its legal to keep one

Contra Costa county is split in two different districts:
6.33. SOUTH CENTRAL DISTRICT DEFINITION.
all of Contra Costa County west of Interstate 80, and that portion of Contra Costa County which is both south of Highway 4 and west of Interstate 680.

6.36. VALLEY DISTRICT DEFINITION.
… all of Contra Costa County east of Interstate 680 and that portion of Contra Costa County which is both north of Highway 4 and east of Interstate 80; and all of Black Butte Lake.

There is no doubt that Franks Tract is in the Valley district, as it is not "both south of highway 4 and west of 680" and is "east of 680"- as defined in the Valley District.

Because its in the valley district, the following rules apply:
(d) Valley District
(1) All lakes and reservoirs except those listed by name in the Special Regulations.
All year.

(2) All anadromous waters except those listed by name in the Special Regulations (See definition of anadromous waters, Section 1.04).
All year.

2 hatchery trout or hatchery steelhead*
4 hatchery trout or hatchery steelhead*
in possession.
Closed to the take of salmon.
(3) All streams except anadromous waters and those listed by name in the Special Regulations.
All year.

So you must follow the special regulations when fishing for salmon.

by the way, I'm sorry if I came off rude, I didn't mean to be.  As a clarification, here's a picture.  Gray is "South Central" District, Blue is "Valley District".  You will note that I didn't highlight the water west of 80 since that's covered by SF bay/Ocean regulations since its west of carquinez.

  Thanks everyone.  Good thing I checked.  I've been reading regs and looking at maps for days and I still got it wrong.
  So now I know why I've never seen people fishing for salmon at the end of sandmound slough.
