Variation on two rod question

We've had the discussion on two rods and rockfish before. I was wondering - if you are shore fishing where you might catch a rcokfish, and you have another rod out, if the other rod is a crab snare, could you be in violation or is that crabbing and fishing and therefore you don't have to worry ?

You can do that and keep the crabs, but you'd have to release any RF caught while 2 lines were in the water.
