Gallon-sized Ziplock bags on your feet w/rubber bands around your ankles.
That will keep your feet dry.

But to be serious for a minute--I either wear waders (breathable w/built-in neoprene booties) or my Kokatat T3 SuperNova Angler drysuit.

Found some knee high water proof socks. Sealskinz. Work great under farmer johns

just get a running start and jump into the seat.  Balance briefly then sit down.
