Gallon-sized Ziplock bags on your feet w/rubber bands around your ankles.
That will keep your feet dry.

I am 99% certain that O2B did this on an ice-covered lake a few years ago!

But to be serious for a minute--I either wear waders (breathable w/built-in neoprene booties) or my Kokatat T3 SuperNova Angler drysuit.
