DMV Registration required if using trolling motor?

Hello fellow NCKA brothers! This is my first posting and I would like anyone's feedback regarding this topic. So I handed down a Malibu Stealth 14 to a buddy of mine a few weeks back. I've had this yak for about 3 years and have no idea where I placed the purchase reciept/bill of sale, etc... My buddy purchased a trolling motor and wanted to mount it on the S14 for fresh water bass fishing. Anyhow, he called me the other day and said that the DMV requires registration for this and he would a need a title or purchase receipt/bill of sale to complete the DMV registration. The DMV folks said that we would need to go back to the store where we purchased from and get a copy if we no longer had it... but it's been 3 years so I doubt this would be possible. Has anyone dealt with this before and have any advice?

Just have your buddy hand write a receipt. I do think they may tax you one the purchase. So make the purchase be a small amount

I had my inflatable boat registered, and I didn't know what a hull number, so I told them there wasn't any (come to find later there was a hull number..lol)  so they assigned me one and I just showed them the receipt that amazon.com gave me.Then they gave me my CF #s and registration.

I registered my Hobie Pro Angler with the DMV so I could be legal running an electric trolling motor.  They didn't require anything more than filling out the form and signing it.  They asked me about a receipt, but told them I was given the kayak.  There was a number engraved on the back and I gave them that #. 

The bigger problem is going to be when the county tax assessor sends you his form to fill out so he can tax you on your boat.  I took mine directly to the county assessor's office and told them I had a kayak, a plastic floatie thing that I stuck an electric motor on that I got from a garage sale and that the plastic boat and motor weren't worth much these days.  I never heard back from them.   

 
  By putting a motor on it, it becomes a "Motorized vehicle" Of course the state will want it register'd, as broke as the state is.  Years ago I had a small inflatable raft, I got a motor mount for built for it, and put a small minn-Kota on it.  While on Whiskytown lake, a park ranger asked me politely to take the motor off because I didn't have my CF numbers (Regestration) or get ticketted.
 

Since he is the second owner, you shouldn't need the original store receipt. I bet the DMV will be satisfied with a hand-written bill of sale/receipt. I would write something like "Malibu Stealth 14 sold to John Doe for $300 on 8/22/12" and then sign it. You should consider writing in a price of 300 or less, to avoid tax issues.
I have done the same thing for cars that I purchased used & registered w/the DMV. 

If you handed it down to him for $0, be sure to indicate it was a gift.  The DMV has limited to no ability to guess a value and/or will generally ask the person "what is it worth?".  Keep it low!  For a few boats I restored, they asked for pictures of the boat to "assess a value" so I gave them pictures of "before restoration" when they looked their worst.
