That spray paint cover-up is classic tweak, its a good thing they were too lazy and stupid to do a better job otherwise you probably wouldn't have found it.
If your truck (or anyone else here) has a manual transmission, you can disable the clutch start button under the pedal and reroute it to a different location.  Not fool proof but I'd think most scumbags would give up when it isn't starting.
