Donald:  Yes, it is legal. 

Section 29.20 in the Ocean Sport Fish regulations on page 54 of the Ocean Sport Fishing regulations provides that it is legal to take clams with  spades, shovels, hoes, rakes or other appliances operated by hand (except spears or gaff hooks).  The entire Ocean Sport Fish regulations are available online @  http://dfg.ca.gov/regulations/

I posted hoping someone had such a thing, knew where it could be purchased, and could report on its effectiveness.  Supposed to be easier and cleaner.

Sorry to say I'll have to miss this one,
My Mother and Sister are comming from Colorado with my Nieces on the 20th and I haven'y seen them in a few years. With luck I will still make it to the AOTY event on Saturday the 19th
