One rod only in all of SF bay, and that INCLUDES  a rod with a sabiki on it. If you want to fish for bait, ya gotta bring up the main line first. I was talking to a gamey once who was up there in the parking lot with a spotting scope watching the boats for just that very thing, radios to a boat on the water... Tomales, now that's a different story. There they consider it "part of the ocean" and you can use multiple rods.

yeah...one rod in the bay....3 hook max..so clip the hooks on yer sabiki to leave only 3, but leave the other flies hookless as teasers..
theres a new sherriff (warden) in town (the bay)..his colleagues call him the bulldog. He is REaLLY good..as in sneaky and actually knows his regs. Im glad hes on the job. The multi rod undersize poachers are gonna get served this season.
be really careful that the shiners you catch are shiners and not outta season perch lookalikes. Have a net on board!
