Sorry you got burned. A couple things you should do/know/and learn from this.

A lot of crooked internet companies (particularly personal electronics) are in New York (area code 607), like this guy.

FYI, Lead is illegal to sell in New York. I don't know if it is legal for him to sell it to out-of-staters.

If you go back and edit your post and cut and paste his URL, and then everyone clicks the link to check it out, eventually if he is a smart business guy he will see he is getting a bunch of bad press for misleading advertising.

SHOP LOCAL!!! Avoid the nightmares. You may have saved a couple bucks, but the job you save may be your own. I only buy online things I either can't buy here or my local shop won't order for me. If you bring the local shop owner a beer around quittin' time, you may also get some sweet beta info on a hotspot, or as they recognize you as a regular customer, you may get a discount.

I sent him an email for you.

I heard that you are scamming people - advertising packages of 25 and delivering packages of 10 ball head jigs.  GET IT STRAIGHT FOOL!  It's this sort of thing that will put you out of business.

Brothers! We are being judgmental here... I already email them, the error is only on Squid Jig Heads not on any other product they have.. The caution lilriverman refer to, is for us to know the there was a glitch on the system which they already fixed after my email.. Heres the email they sent me: no pun intended. I work in legal business I don't jump to conclusion without hearing others side of story again lilriverman's intention was to make us aware, thats why he said "Caution" not anything else...I apologize bro (Lilriverman) for Posting this email I just want to end the hatred on this thread without giving the benefit of the doubt.

I talked with this guy on the phone and he understood the error that had been posted On the side panel it said packed in packs of 10.

I was a few days late getting his order out of here so I added the two extra jigs as a show of good faith for being late If I had of known this guy was going to make such a fuss I would have sent him just the 10 jigs as the page described. Nice guys finish last.

What more then a refund could I offer. He admitted and said he understood the mistake on the phone and then cowardly puts a post up. He said he would take his business else where and threatened me  So I said PLEASE take it else where. I have been in the tackle business 27 years now and do not stay here beating somebody out of a few jigs.  Some days u can not win.  Mistake on the page has been corrected,

As a guy who sells online for a living, I can tell him what he can do.  It doesnt matter why the error was made, the customer made a decision based on the info "Mr. jigs and stuff" or his agents provided.  He simply honors the offer, apologizes for the mix up and fixes the page.  He then deals with the guy responsible for the screwup.  :smt062  Lets say he had 10 orders go out before the error is caught.  He has to send out 150 extra jig heads.  If the mistake were impossible to honor "packs of 1500" then he apologizes profusely, falls on the sword and offers discount coupons or something like that.

his response was defensive and his use of describing his customer as cowardly, while he is a nice guy pretty much sucks.

Wow! This guy sounds like a complete douche!!!

The customer placed an order for the 25 jigs that were advertised on his site. Then the customer was surprised when he received only 12 jigs, instead of the 25 as advertised.
What more then a refund could he offer?
How about delivering what the customer paid for?Doesn't sound like the customer wanted a refund---he merely wanted what he paid for!

I have been in the tackle business 27 years now and do not stay here beating somebody out of a few jigs.
Hmmm, that's funny because it turns out he DID beat somebody out of a few jigs. So, that makes one wonder HOW has he stayed in business for 27 years? Because it won't last much longer if he continues using douchy business practices.

This whole thing is a bummer for me because I've purchased lead from him in the past. And I was really satisfied with the product, enough to promote it on this site (and other sites). Never again. I don't like to support businesses run by douchbags, but that's just my opinion.

Thank you everyone for your support. As Darius said, it was a caution - so fellow NCKA members would not have the same experience.  I can't understand why he had a problem with honoring his advertised price, but that is his problem and his Karma. Let's not get too worked up over this. NCKA is about chillin', fishin' and makin' friends with common interests. If an internet salesman has trouble understanding principles of good business, let's not let it dampen our days.

FYI - to set the record straight, these were the emails I sent.

ME:
Hi
I bought your jigs based on recommendations through my group NCKA (Northern California Kayak Anglers)

What I got was 25 (I haven't taken them out to count) unpainted 4 OZ ? ball jigs and a package of 12 - 3 OZ painted squid jigs. your web page says, "packed in bags of 10" and directly under the picture it says. "Sold in Package of 25"
When I called (607) 936-0523, the gentleman in his car on the cell phone said, It was a mistake they are now sold in packages of 10 - that's why they are at that price.  I can understand about a mixup or someone failing to do his job and update the website, but from my perspective it was just a good price,- which is what induced me to buy them. It is the same as your buying an Eight cylinder car via the internet and when you receive a Four cylinder, you are told  - That's a typo.
I received 12 - 3 OZ Squid Jigs. I am still expecting 13 more.

HIM:
Please return the jigs I sent u For a refund. I explained this to u over the phone  So It may be best if u just return the items u are not happy with for a refund

ME:
I will keep the Jigs as it is not worth the cost of sending them back. I can use that money to buy lures from someone else. Unfortunately I will have to give you a negative review on our website. Hope you get that false advertising on your website fixed and I hope you get your packaging issues fixed, because I did receive 12 jigs when according to you I should have only received 10. That's a 20% loss on your side.

HIM:
No  I checked with Todd  and because we were late shipping the order He
added the 2 extra jigs to be a nice guy but some times nice guys finish last
And Please do spend your money else where .. And U will spend a hell of a
lot more of it  for some real shit import jigs.
As 4 the negative feed back U DID NOT but these thru eBay so there is
nothing to leave. U got a great deal

Sorry to hear you got burned.  I recently spoke with the Hi's guy who said the local guy who makes their jig heads just got diagnosed with severe lead poisoning.   Part of the job, I guess.   Maybe the guy is just messed up in the head from breathing lead fumes for years, so he can't count!  I think people who pour their own jigs should be careful dealing with lead.
