For $200 you wont find much, maybe a used 10 foot SIS kayak. Watching craigslist is your best bet.

Someone on pierfishing.com is selling a Scrambler XT for $250 w/rod holders, paddle, etc. I've paddled a Scrambler XT and it was ok for someone 6ft and 200lbs.
