Third offense in a few months and the judge only sets a $3000 bail?  Seems like the Sonoma folks would be more serious than that.

Wow! That story is a lot like this one!

I say the penalties are way to small for such an a$$. He should lose everything he was using at the time of the crime such as his vehicle, boat, ect...

I think I would like to invite him to go diving but there would be no promises he would "resurface".  But seriously, why didn't the authorities wait until he got in his vehicle (seize  it) and possibly follow him to the point of sale and arrest others?  Hopefully there is more to the story than we are reading.
