From that chart it looks like they got hit hard in the 1990s. But i question their data when they use various extrapolation and estimating methods which could be way off.
Anyway what we need for our kayakers’ argument is someone with GIS skills to make a map showing our effective range (3 miles) from all available launch points minus MPAs. I imagine that would end up being a pretty small percentage of Coastal waters. Maybe overlap it with RF habitat to see what % of RF habitat we have impact on.

Me and my buddies went to Monterey 8 miles out from launch.  We are motorized kayakers and it took 2 hours.  In regards to descender, I descended 2 fish reeled up from 330 feet of water.  I have an underwater camera to see if the fish survives.  First fish got to the bottom, yanked the rod up and the fish upright itself sitting on the bottom.  Second fish did not reach bottom and shook off by itself.  It looks like it will have a good chance of survival.
