What constitutes as a barbless hook?

Up to the discretion of the warden. 

It's better to use a factory barbless hook.

Grinding is better that pinching a barb down.

Pinching as a last resort but if you get a ticket you should have listened to the previous options.

So if I smash down the barb as much as possible so that when I run my finger against where it used to be with pressure I don't even scratch myself.........Does that pass as barbless?

Rangers carry cotton balls with them to check for barbs.  If you can drag a cotton ball across your hook without one tiny little piece of cotton staying, you are good.
