My Dad went to go check it out and I guess the kayak is chained to some of the drift wood.

So someone is claiming ownership (but still can't figure out how to retrieve it).

Some locals leave their kayaks "locked" by the water to avoid hauling them up and down. Last fall there were a couple kayaks chained way above the high water mark in Westport not far from the base of the wooden 72 step walkway to the beach.
