 This decision has already come back to bite them in the butt!  One of our customer sites surprised our less experienced FSE when they started a pretty important PM procedure on their 1st tool.  Our other FSE has never done this extensive electrode head removal on his own, I did coauthor a procedure for this, that he had, but he doesn't know all the little things that have to happen before other things can take place.  As such, some coolant was leaked into an etch chamber and will cause problems after PM when the tool tries to pump back down to base vacuum pressrue.  The coolant will "outages" or evaporate slowly and cause pressure to not drop (Due to the mass of the liquid) until all molecules of the spill have been Outgassed and evacuated. About 3 days of pumping for that to happen.  Not good for production.
  Anyhow I've done this particular procedure over 7 times. It's a no brainer for me, hes sweatin it!

  I'm not trying to sound (I am, but not trying to be) bitter, but I could have saved those 3 days of pumping and had the tool back into production MUCH sooner.
