Here is a silly question, but I have been unable to find an answer:
Some SMCAs (Bodega head SMCA, Russian River SMCA, etc.) allow dungeness crab traps. I know CDFW regulates crab traps and crab hoop nets differently. Are crab hoop nets allowed in these areas?
I would assume "yes", but I know for fishing regulations you can't really assume anything.

The exception is for traps only.  If it meant any method of take, it would not have said "trap" and only trap. 

So no, no hoop nets, no snares, and no take by hand.  Just traps.  Which I believe are presently prohibited under the marine mammal entanglement rules in that area but haven't confirmed.

It is a frequent and frustrating thing to hear that enforcement and interpretation is up to the individual wildlife officer.  It is also not as rare as it should be that DFW regulations are not enforced as written. 

It's possible that they didn't respond to you because nobody had ever asked them before, and they hadn't given it any thought.  You can always try writing in to Carrie Wilson, who does a weekly Q&A.  She once responded to one of my questions, it was a reasonable and well thought out response. 

It really doesn't make any sense to allow traps a SMCA but not hoop nets or take by hand.  Like, zero sense.  But that is how it's written.  I'd be interested to hear the department's official take on the issue.

If I recall correctly, I did email the CDFW Q&A, but to my knowledge did not get a response. I also searched through their archive for the exact answer. I'm new to crab fishing and didn't realize a "hoop net" and a "crab trap" were considered different until I saw the new crabbing regulations being posted. I had thought they were both considered "traps". I know it has been mentioned in other places on this forum but the R3H3 are great resources for starting out, and they have a really informative crab trapping video (although this particular question was not answered).

I didn't bother to ask (because I know you can't take rock crabs in those areas), but I also wonder why they allow dungeness and not rock crabs? This also seems counter intuitive to me...
