Nguyen was arrested without incident at the pier and held at Newport Beach Jail on $20,000 bail. He was expected to be arraigned next week on a charge of felony cruelty to animals, authorities said.

The case also was being investigated by the U.S. attorney's office for possible federal charges under the Marine Mammal Protection Act.

Nguyen could face a $25,000 fine and up to a year in prison if convicted on the animal cruelty charge. A conviction on federal charges of violating the Marine Mammal Protection Act could add $12,000 in civil penalties, criminal fines of up to $20,000 and additional jail time, authorities said

Hi Yakers:
  Sea Lions have taken over one of my Fav. Dive spots  in San Diego called Casa Cove. I lost
a nice Tuna to  large Sea lion and, all I could do was slap my Paddle on the water. I was dogged all day
after he ripped me off! It's only a matter of time before the landlord from the Ja Jolla Canyon collects the rent.

Recreational fishermen can deter sea lions from damaging their gear and catch, again provided that the acts of deterrence do not result in serious injury or death to the animal. Methods may involve preventing access, acoustic devices, seal bombs, boat hazing, spraying with water, or lightly prodding.

Sea Lion deterent. Paint ball gun with max setting on the pressure. No mark, no break in the skin. Just a little pain when hit!!! Maybe it will teach them not to mess with us kayakers.

He should have added a stinger hook instead.  If the sea lion decides to eat it - it's his own dumb fault.
