I use an atv flag. It comes on a tall flexible fiberglass pole. I see online you can get snow stake poles that aren’t too expensive.

I have a couple of home made flags. I use a 1/4 inch fiberglass rod from TAP Plastics for $3.20.   
WARNING: Secure or add floatation because a flag with this rod will SINK.   Its happened to me.
