Red Tide or ????

I know this is difficult to tell from the picture, but, would you call this a red Tide?
Water has redish brown color.
Haven't seen a red Tide in many years, and remember it being very muddy red.

Looks like dirty brown salmon water to me.

Don't harvest and eat Mussels just to be on the safe side.
