It's just a matter of time .....

Many states have statutes which prohibit the use of drones to scout for, hunt for, or herd game animals or birds.  But I suspect that none of those statutes prohibit the use of drones to scout for or herd fish, because underwater drones didn't exist until recently.  Now that at least one manufacturer has developed an underwater drone, states may amend their fish and game laws to prohibit the use of drones to scout for fish.

Fish and game laws and regulations generally restrict and specify the methods which can be used to catch fish.  For example, they may prohibit the spearing or netting of various species of fish. and restrict the number of hooks or lures which can be used when line fishing for specific kinds of fish.  I suspect that the fish and game laws of most states would have the effect of prohibiting use of a drone containing a spear gun to catch fish.
