Drake's Beach has always looked like a tempting place to launch and target salmon. It's the only beaches with a safe and accessible beach launch in that area.

However, it's in the middle of the Point Reyes State Marine Reserve. On the DFW site, it states: Permitted/Prohibited Uses: It is unlawful to injure, damage, take, or possess any living, geological, or cultural marine resource.

Does this really mean it's illegal to catch salmon outside the reserve and then return to the beach with those fish on board? Or is there wiggle room here for translation?

You should be able to transit through the smr with fish on board, as long as you have no fishing gear deployed.

Fishing gear, except legal fishing gear used to take species identified as allowed for take in sub-section 632(b), shall not be deployed in the water while transiting through a state marine recreational management area, state marine park or state marine conservation area.
