I'm looking for a definitive answer to the question of whether the Hobie Adventure Island (when under sail) needs to be registered for use on California waterways.  The "ABCs of Boating" published by the California Department of Boating and Waterways states any vessel longer than eight feet with a sail needs to be registered.  Yesterday the local Department of Motor Vehicles disagrees stating as long as it does not have a motor it does not need to be registered.  Who do I believe?  (Being government agencies, I don't believe either one.)  Does anyone out there have the "chapter and verse" from any of the state code book deciding this issue?  I'm curious because of the stories I'm hearing from Southern California Adventure Island kayakers being citied for non-registered vessels.

it needs to be registered, legally speaking.  DMV branch is incorrect.  Quite a few guys have registered theirs.  I haven't registered mine but I'm a dirty criminal (Its actually because mine rarely gets used)

I was hoping someone would reply that had been cited.  I'm looking for the code number for the violation.  Would help if the DMV would stick to land based vehicles and hand vessels over to an agency that primarily deals with vessels.  It did no good to point out the Department of Boating and Waterways definition of vessels needing registration to the counter person at the Chico DMV.  He asked another genius behind the counter and stuck with his answer.  No motor, no need to register.  I guess I'll just track down the code violation for non-registered vessel online.

I just received a reply from the California Department of Boating and Waterways.  As stated in their publication, a vessel over eight feet in length under sail requires registration.  That was and is how I had always believed.   http://leginfo.legislature.ca.gov/faces/codes_displaySection.xhtml?sectionNum=9873.&lawCode=VEH
