Source for rotten cotton

We need to use "untreated" cotton, that's what is posted in the reg. I don't know how a warden could test it.
I am sure we would be glad if they only give "warning" for the first couple times for this issue. I think a lot of folks are not up to date on this 5" escape ring and cotton twine.

absolutely no way to test it, just another feel good law passed by CDW...
