safety advice needed on bulging kayak bottom

My neighbor (bdh1256) has an emotion kayak that has developed a bulge under the seat. I'm hoping to get him some more help since it could be a safety issue. He asked about it in the "other kayaks" section. Is this likely to lead to cracking around the scupper? Is there a safe way to solve this problem? You can see a photo here.
