I am looking for a beginner kayak for river and lake fishing. Something stable that my small (15lbs) dog can ride on in the front. I am not ready for the ocean.

I've had lots of good times with my Scrambler XT on rivers and lakes.  It can do the ocean too but it's a mid sized yak.  Best of luck~  :smt001

pick up something from a demo/rental fleet at the end of this season.  any and all rental shops will be selling.
the demo/rental yaks are usually stripped down, stable and no frills.  b/c they have to be, right?

if you wanted to splurge get a hobie, with no mirage drive.  anterior drivewell is the perfect little nesting area for Ol' Spot.

I should add that my first fishng kayak was a Tarpon 120. I still have it and it does everything for me except rough condition ocean water. I am upgrading to a Kayak better suited to rougher conditions. I will still use my 120 in smaller water. It is a great kayak. Ready to fish and easy to customize as your addiction grows.
