The MOB report says they had already limited on blacks when he caught and retained the verm?

If that is true that's a DQ and a ticket.  If that's not true MOB needs to correct it.

“When I got it up to the surface and really close to the boat, it decided to go underneath the boat and it came out the other side,” he recalled. “So I had to release my line so that the crew could gaff it. I was just praying that it was hooked well. On top of that the line was rubbing on the keel, and that’s when I thought to myself that the line was going to break for sure.”
But the fish was finally gaffed and brought aboard the Super Star.

There is no sub bag limit for blacks in Oregon so the interpretation would be that they had their limit on rockfish, but it may be possible 5hat the captain or deck hand didn't have any fish which means they could keep a black so the guy who caught the verm would be legal.

I would say a limit is a limit. Blacks are included in the Oregon F&G rules as rockfish.

Rockfish (“sea bass,” “snapper”), Greenling (“sea trout”), Pacific Cod, Cabezon, Skates, Spiny Dogfish, Leopard Shark, Soupfin Shark, Topsmelt, Jacksmelt, and other marine species not listed.
7 fish in aggregate, of which only 1 may be a cabezon, only 1 may be a canary rockfish, and no more than 3 may be blue rockfish. Retention of yelloweye, China, quillback, and copper rockfish is prohibited.

The way Oregon boat limits work is you can still fish until everyone has their limit but if you already have your limit you have to hand of the rod to the angler that still has room in their limit before landing the fish.  I like this rule a lot btw.

I'm thinking they're about the same age. Data I found right away says 60 years max for Vermilion. The guy looks beyond 60 but this verm may have made it past the known lifespan...

Nice fish. Way nice fish. If they did have limits and was required to hand of the rod, when he handed it off doesn't that count as assistance and dq  you from a record?? I think am fishing in the wrong state......
