I know this was discussed before, but here's some recent info:

Does this apply to kayakers, that is, do we need to shout out on Ch 9 and get permission before passing thru the harbor entrance? And any way to check ahead of time whether they'll let kayaks thru? It would be a major bummer to launch and then have nowhere to go, man.

Btw, I was by the harbor on Saturday, and half the channel was blocked off by the dredge. The harbor patrol was buzzing around in the other half, and only moved away when powerboats were coming in. Even though conditions were ideal, kayakers and SUPs didn't seem to have any way to get thru. I'm assuming that was just temporary, but still kind of strange.

you can try calling SUP shack and ask what they do if heading out of the harbor (i'm assuming most will not have radio).

They are still dredging when I used the harbor using my Kayak.  No one yelled at me so I assume its okay.
