What's in the water around Sausalito?

I was out in Sausalito this morning on bridgeway and saw about a dozen or so pelicans just bombing the water.im curious what's underneath?macks,sardines some kind of bait fish that's large enough to cause the none stop bombing.
I was around the ferry terminal near downtown

Too early to be herring, so probably macs or chovies

A friend of mine caught a bunch of jack smelt off the rocks a couple of weeks ago
