Another option is to go for the positive approach. Ask them if they would like some help building a rooster-proof coop (you could nicely refer to it as a "raccoon-proof coop"...). The crowing, though, meh. Most cities do have a no-rooster ordinance, and have a department of "Code Enforcement" that checks on nuisance problems like roosters, abandoned houses and cars, etc. Worth a shot. Good luck.

Just checked. In Hayward, the Neighborhood Partnership Manager bosses the Code Enforcement Supervisor. Check with one of those folks.

thanks, I will look into that. i work 10 hours shift and tired when I get home. most places are closed or close to closing and it's hard to find info or do something. I can't believe all the neighbors(at least 6 in the area) are not doing anything either. There used to be a home trailer park in there. their daughter and BF lives there before and every Friday and weekend they throw party and loud musics up till midnight easy. we and our closest neighbor were scare. these kids are those you don't want to mess with. after a few months of complaining to the parents from us and the neighbor they finally remove the trailer and moved out. now it's the chicken coop. i'm seriously thinking of getting our own roosters. maybe 5 roosters crowing will make the other neighbors wake up and do something about it.  can't beat them, join them right? probably get a lot of ear plugs ready.

Step 1.  Punch neighbor in face

Step 2. Take a few more days off work due to punching neighbor in face with injured hand.

Step 3.  Sue neighbor for medical expenses and lost wages.

Step 4.  Profit

Step. 5 use proceeds from lawsuit to buy concert size speakers and play Alice in Chains' "rooster" at the highest volume level all day.

Sprinkle liberal amounts of chili powder  (Costco  tubs) all over the effected areas and the fence openings.  Put large amounts of the same on fence posts and other roosting areas.   Works for feral cats, raccoons, and skunks. ....and the neighbors  cats. ..

Not an effective deterrent against birds in general as they don't have the same taste glands that mammals do.  We used to see seed that was laced with spice at Lowes, to keep squirrels away, but didn't harm wild  birds.

I would try the old hatchet in a wooden block as once they cross the fence they are fair game. And I know for a fact they do run with their heads cut off. Funny as all hell to watch.

I wish I like dogs but I don't. I'm screw huh. jokes aside I'm really considering popping a bb in them if i see them again from the balcony.

Sorry man.. But a bb  will not kill it.. It would just injure it, and thats bad JUJU..  Id call the sheriff and see what they can do   for you. Take pictures.  .. Not worth the trouble killing it, although it dues sound like a good idea.
