While I understand and agree with your frustration, your comment that police are stupid is irresponsible and just plain ignorant.  Yes, in all likelyhood your idiot neighbors are responsible for breaking your locks, however, the police are bound by laws and rules governing when they can and when they can't make an arrest.  Your example describes a misdemeanor crime. California law allows for an officer to make a misdemeanor arrest only when the crime occurs in their presence.  (There are exceptions but this would not be one of them). Even if you WITNESSED your neighbor break the lock, and then called police,  the officer would not be lawfully able to make an arrest.  They would only be able to facilitate your citizens arrest of your neighbor.  Much like when store security arrests a shoplifter, it is not the officer making the arrest. The officer is simply accepting the security guard ' citizen s arrest.  It's covered under Pc 837, you can google it.  If you are one of the very few people in California that would like LE officers to have MORE power, then by all means contact your state representatives and urge them to pass new laws. Sorry for the defensive rant but I am a little sick of the anti law enforcement sentiment that is so popular lately.  I guess it's just easier to blame someone else these days. Now for a real solution, I would suggest that you contact your local animal control and get and idea what your local nuisance animal laws are.  Most will allow for the trapping of nuisance animals which can then be turned over to animal control. Most animal contol agencies can cite the owner of the offending animal.  (No small fine). one or two of those cites should encourage them to take steps to contain their animals. Good luck.

All true Grim Reefer.   If the police officers hands were tied or their was not enough for a citizens arrest that makes sense.  The police in this case were not very helpful.  Not stupid but probably just not wanting to waste their time for some chickens or maybe they had more serious crimes to get to.  They should have gave him the animal control info or informed him of the municipal codes related to their city so Pompano120 would have been informed of what was legally allowed with regards to chickens.  Maybe the cops could have did a courteous knock and talk to the neighbors and at least let them know animal control would be getting involved if they did not take control of their animals.  Problem neighbors can and have turned less into violent interactions and occasionally causing deaths because things are allowed to escalate.  These would have been good reasons to take a few extra minutes to resolve the situation before going to the next call.  Because now he wants to shoot the chickens and if the neighbors are as bad as he says it could easily escalate into a neighbor war.

Another thought is the local health department. If they are shitting all over your yard then you can tell them your concerned, you could get sick from the shit. I know I could do that because I'm immune suppressed. Animal here in San luis Obispo county made our neighbor get rid of his chickens due to the unhealthy conditions. Not to mention the increased flies that flew to the other neighbor yard.

  That being said, when we were young we were working on a car where a neighbor had a Rooster that was being a pest. To the point it would attack us. We had to leave and go to the parts store. when we got back the kid that stayed had a big smile and a golf club in his hand. He had knocked the head off of the rooster and there was no longer a problem. So if it is aggressive kill it with a golf club. Or you caould pay me to come up there and I'll show you how to Golf. Or you could do what someone did use your fishing pole and hook it and reel it in. Then it dies when unhooking it. Roosters in town are bad. I had another one and when it crowed at 2AM, every morning I called the owner. When I made my third call at @am to him . He said what the hell do you want me to do. My answer to him was ring it's F&#king neck. I never heard it again. Co call your neighbor every time it crows. He doesn't need a rooster to get Eggs.

Sprinkle liberal amounts of chili powder  (Costco  tubs) all over the effected areas and the fence openings.  Put large amounts of the same on fence posts and other roosting areas.   Works for feral cats, raccoons, and skunks. ....and the neighbors  cats. ..

Unfortunately, capsaicin, the element that makes chilies hot, does not affect chickens. By the looks of their shelter, they obviously don't give a rats ass about properly keeping an animal. I say to avoid trouble, just take a few pictures of the roosters when they're on your property and then submit them to animal control. Just like any other pet, owners are responsible for their pets behavior and actions. Document everything you do to resolve this and in the event you do shoot them, you'll at least have some recourse as to why. Good luck with your ignorant neighbors and hope you can get this taken care of soon.

I tried to convince our local law enforcement to get involved to prevent a neighbors' feud from boiling over, and they wouldn't lift a finger. So far, nobody has gotten killed, but anything short of a fatality and the police don't want to get involved.

Btw, I live in an unincorporated area of Santa Clara county so the sheriff is our "police". They are all we've got, and they're almost totally useless---if not downright hostile. It's a very weird and unhealthy situation. I've never seen anything like it anywhere else I've lived.

Ok, here's my .02.

Loose the cops are stupid rhetoric. It won't get you anywhere and will automatically put you in the "mental round file" as far as law enforcement is concerned.

Use facts and regulations rather than "the rooster messes up my begonias and craps in my azaleas" argument. Law enforcement doesn't want to deal with two neighbors that can't get along, even if it's because one neighbor is an inconsiderate asshole. You're in Hayward, right ? According to the municipal code, roosters aren't allowed within city limits in Hayward and keeping chickens requires an administrative use permit. Cite the regulation when you make a complaint.

DO NOT SHOOT THE ROOSTER ! If you want this to get out of control quickly, or if you want to be the feature of a news story where one neighbor callously murdered a beloved family pet (<--- sarcasm, but that's how it will be portrayed), go for it. That's one way to have every ounce of leverage shift in your neighbor's favor.
