Not sure what version that is but usually you have to put in recovery mode and restore from iTunes.  You will have to look up specific model to get sequence.  If backed up on iTunes you should be able to get apps back otherwise it will be like you got it with nothing installed.

I will connect to iTunes and see what happens. I never can get myself to use apple for myself.  Android guy [emoji6]

Try logging in to iCloud.com and see if u can restore it that way.  Maybe it will let you erase all content and restore from backup.
