Just tie a rope to the bow and lower it down.
But there's also no sense in sliding a yak down a rock slope/levee if there is a better access point nearby.  With the lower water levels all around CA, it will be harder to find accessible points though.

an unrolled, roll of astro turf over the rocks/levee rip-rap. will not absorb too much water, and can be dried out for later launches.

I grew up in Elk Grove and lived in the surrounding delta area for about 25 years. All the methods above sound like they would be entertaining to see done, and perhaps effective albeit risky and labor intensive. That said, I often just carry my Hobie outback atop my head/shoulders and have covered rough terrain getting my boat to water this way. There are reasonable launch areas (no ramp) on twin cities road under the bridge that goes over "the meadows". There is the consumnes river wildlife preserve, a parking area with trail to the confluence of Georgiana  slough and the sac river in walnut grove, dozens of launch sites on the AR... Where are you trying to access primarily if not listed above?

Exactly.  I will try lowering it using a rope directly.  If it proves too difficult i'll try running the rope around a tree or something.  You guys want me to video?  I will and post it on here.

If you have something to tie off on & just want an "assist rope" setup that is super affordable, check out these:

You'll need to replace the rope with something longer; at least 2x the length of tie down point to kayak point.  These are a 1-way ratcheting tie-down mechanism that can be released by pressing the little lever.  I use a bUNCH of these for different uses.  Super easy to use.

When do you want to try this?
I was actually thinking of the same thing "scouting" spots to launch a yak Sac side. Its a pain driving (easy launching) yolo side free boat launch.
I've got suggestions too like putting sand bags at the bottom where we could launch.

Oh and theres a skinny rock stairway on the right side of the hood too where you can launch but potentially damage the bottom of kayak.

Go to Harbor freight buy one of there inexpensive winches. If your vehicle can get close enough and lower and raise it with the wireless system that comes with the winch. But on that note your going to have to protect the bottom make a slip on thing some how. Other than that rent a helicopter to launch you.
