I'm sure there's a little more to it than that short video, but Wow, next millionaires, I'd buy one for indoors. 

Of course once a fire gets hot like grease on a stove that's still on, may not work at all?

Still a cool idea.

That's call a vortex cannon.  When the speaker moves, it projects a puff of air out the hole.  I made one years ago to demo at the kids science fair, shooting smoke rings across the room. 

They only put out small puffs of air.  The fire they demonstrate with looks like they are just burning the fumes on top of a puddle of alcohol or similar.  There's no real thermal mass to it.  It's the equivalent of blowing out a candle.  If they tried it on a real fire it wouldn't work.  The article mentions its potential application in putting out forest fires.  Imagine putting out forest fires that are driven by strong winds by adding more wind.  I don't think the reporters know any science.
