So if they are hard to find maybe people with experience can help with additional info.  Not secret hush spots.  Never understood the secrecy with sharing generic info.  I share anything I can with others within reason.  Like Matt just gave a couple possible locations and thats all I was interested in.  That's just a start for someone like me who has an interest in becoming a better diver/fisherman.  A couple of newbie spearfisherman are not going to deplete any resource.  I am more selective as my experience grows.

Do they travel or spawn in certain areas at different times of the year?

Do they like certain depths?

Rocks, sand, kelp or other places a good starting place?

I have heard they can be found sleeping in kelp beds around santa cruz county...and then like Matt said there have been some taken around tomales/lawsons area.

I've heard they are often spotted from the surface and can even be shot from the surface.

I've never tried hunting for them so really don't have much more to share.

Try a Google and a YouTube search.
I used White Sea Bass and came up with tons of info. On YouTube I also tried Spearfishing White Sea Bass
Here are just a couple of links. I sometimes forget the best way to get info is to just use search. Try it, you may find info that can help your quest.

I was looking at videos and that's what got me wanting one.  The other info I found mostly talked about S Ca so was hoping for info on N Ca. 

After all of this they better taste good. The meat looked a little dark with blood streaks.

Okay this probably seems like a stupid question to most of you but, you can hear underwater? Or am I reading this wrong?

 I almost feel like I can hear better underwater than above water. I believe its because the water is more dense than air so the sound vibrations can travel better through the water . I hear a bunch of loud clicks and noises underwater.
