Greetings,

 Sonny Boy bought an older Hobie Marage Kayak. Rudder was removed for who know's why. New "OLDER" ( NOT Twist and tilt ) rudder is inhand and bolted to the Kayak. Left and right cables connected and work fine.

 HOW !!!! does old Dad connect the up and down controls ???? Single handle up and down. After 5 hours...I am just about to give up!!!

If you have an old school hobbie rudder, you should have a cleat on the right hand side just about at the 4 oclock position (12 oclock being straight ahead).  Normally there is a rope that is roughly 5-6 feet long (maybe longer) of 1/4" size rope, it goes to a bungee, that passes through the rudder.  The rudder, should have a grommet in it to keep the bungee from fraying.  The rudder goes through a slot , tension, or lack of tension lowers and rasies the rudder. 

When I get home I will try to take a pictur eof my quest so you can see how it goes.  This is definetly a picture is worth a thousand words moment.  I do have drill this weekend, so If I don't get to it PM on Monday.

Try Googling you question on the old style rudder.  There are some great Youtube videos that show the process of restringing old style Hobie rudders.
