28.90. DIVING, SPEARFISHING. Persons who are floating or swimming in the water may use
spearfishing gear and skin or SCUBA diving equipment to take fin fish other than giant (black) sea bass,
garibaldi, gulf grouper, broomtail grouper, trout, salmon or broadbill, except that:
(a) No person may possess or use a spear within 100 yards of the mouth of any stream in any ocean.



So would that mean that you cant launch to spearfish out of a place like albion or any protected cove with a stream or river entering the ocean? Lots of protected launches have small streamslike stillwater north, russian gulch, i think even van damme has a small stream

Not sure what dfg says about it, but I read the "in any ocean" modifier to mean that you can't be in the ocean with that gear in that location. On a boat on top of the ocean would not violate the rule in that case.
