I also wondered about this dog thing before ,and did some self research
 ...I have spoke with many dog owners as I would unload or walk back from parking the last 2 years and the general ,regulars, dog walkers feedback was that there "may be/ is/ a leash rule" from wharf #2 to the hotel and on the front park areas, but no one enforces it ,dogs are able to run and play without tickets ever being seen by anyone I talked too , and all the folks love to bring their dogs here on and self police the poops etc,...
we bring our beagle there a few times a month now,leash free to the hotel and back  and never get funny looks or see leashes on the other dogs

but you guys  you guys may need leashes

We brought Sam to the previous PIF's in Monterey. Always on the leash, never had a problem.
