Just not in the SF Bay

Hello Mr. Bushnell,

Fishing at night in the ocean is fine, with a couple of exceptions and caveats. In San Francisco Bay, when fishing from a boat, fishing is restricted to daylight hours only (one hour before sunrise to one hour after sunset). Fishing at night in the ocean is also permitted from shore, as long as there are no beach curfews or other local/park/campground/city/county ordinances prohibiting it.

It's poorly written but I think she's saying that it's ok to fish (from a boat) at night in the ocean, as well as from shore. But not from a boat at night in the bay.

If you read the regs it allows for boat based at night. Well, it does not exclude boats.
